High Blood Pressure

My mom'sblood pressure stays around 165/70 for the past year because her previous Dr said its ok for older people (shes 92) to have elevated pressure. Her current Dr. says no it should be around 135/80. She was taking 5 mgs of Linsinopril 2x a day. The new Dr. has gradually increased dosage of Linsinopril to 40 mgs per day for the last week which she says is the limit. The pressure is still the same (160 to 170). Does anyone have any input or experience with these high readings. Is it normal or not for older people...please help
