Turners Syndrome

So is there anybody that knows what I can do to get help. My daughter is 4 and was diagnosed withTurners Syndrome about 2 years ago. She has been taking hormone injections everyday since. Now we had to get my husbands insurance, instead of MN Care, but they are a self funded insurance company and it is their choice not to cover this medacine. They say she has to be 6 before they cover it. Anybody have any suggestions or know what I can do to get help????
