My boys just turned 1 yr/ 9 adjusted and they do not hold their heads up well. One is due to medical issues the other just won't stay on his tummy.

Do you have a therapy or yoga ball? A ball can really help with tummy time as long as you are careful and keep and firm hold on the baby. Put them on the ball holding them firmly. Bounce the ball a iittle or rock it from side to side. Have something interesting to look at in front of them. They can't roll over and after a few times they seem to enjoy it.

Tummy time is so important, it is worth the extra effort.
I hope this helps.

my son did that until 4 months...

My son immensely disliked tummy time. We did a lot of "modified" tummy time. We would place our son on our chest and then slowly sit back so that he was at an incline. The more you sit back, the more of a work out it is for baby. So at first, just try leaning back a little. See how that goes. If it goes well, sit back a little more to give more of a challenge. While a slight inclined isn't as difficult of a workout as being flat on the floor, it still works the muscles more than just being held or being on the back. We did modified tummy time for months.

The other thing that we did was place our son at the end of the bed so that his head was facing the edge but not over it. We'd sit on the floor in front of him so that he could see our faces. We'd have a hand on him, of course, to encourage him to remain on his tummy as long as seemed reasonable. Sometimes, that meant he was only on his tummy for 15 seconds. Other times, we tried to push it a little bit longer, but not so that he'd be all out frustrated and mad. The idea behind this approach is that if baby sees your face, he will hopefully be distracted to stay on tummy just a little bit longer than on the floor.

The other tummy time thing that we did was get a mirror. Sometimes, babies like to look at themselves. Just make sure that it is secure and won't tip over if they roll into it.

Good Luck!

we did a lot of the modified tummy time that katek mentioned in her post too. my daughter was able to hold her head up around 3 1/2-4 months (corrected), i believe...but she hated tummy time until she could roll over well enough to have it be on her own accord.
