PTSD in The Inner City

I have been a Trauma Chaplain for about 8 years in one of the nations worst cities. The violence is staggering to say the least, we have multilple GSW every week. Many of our victims are as young as 16 years old. I am also a Combat Veteran (Desert Storm and Somalia), I have seen more bloodshed here in my capacity as a Chaplain than in 25 years in the military. Some of the young people in the City I work in have family and friends that have died from gun violence, so where is the Psycological Support for them? I have proposed to start a grief support group for families and victims of violent crimes in the hospital but haven't recieved much positive feedback. I can use any suggestions and advice on ways to make this happen.
