the loss of my grand daughter

my loving daughter lost her daughter to low amniotic fluid, that her doctor DID NOT MONITOR,she was 5 week away from meeting her baby girl, and i was looking forward to giving her a baby shower on oct 3rd, but recived a heartbreaking phone call from, the hospital, EMTC, in jacksonville tx, they told me that my daughter was there and that my grand baby was dead!
just a week eairler, my daughter felt no movement, went in for the non stress test, they "said that she was fine" but my daughter wasn't feeling that she was ok, and asked them for an ultra sound to check the baby, they refused, my daughter knew something wasn't right, at the hospital, they told her after they told her that her baby was dead, that the baby had stoped growing 3weeks eairler, that would have put her at sept 12, my daughter had low amniotic fluid, and wasn't looked after by this doctor on a regular basis, they told her that an ultra sound wouldn't show anything, but i have read the march of dimes , on low fluid, and they are wrong, why didn't they monitor her, now , i have to put my grand baby to rest in a box and not in her mommy's arms, i would love some answers, i have a 4 month old baby boy, and another daughter, who is 18, and the one that lost her baby is 20, so i would like to know why this medical doctor failed, to bring a perfect healthy baby into her mothers arms.
the cord was around her neck 6 times, i am convinced that it was from, the low fluid, if i am wrong please some one help me understand, so i can help my daughter.
